Abstract

목적: 본 연구는 스포츠혁신위원회를 중심으로 일어난 체육계 구조 개혁의 스포츠 정책 변화의 과정과 결과를 복잡계 이론을 토대로 실증적으로 분석하고자 하였다.방법: 스포츠 정책 변화 단계를 구분하고자 Textom을 활용하여 2019년 1월에서 2023년 3월까지의 기간 동안 포털사이트의 뉴스콘텐츠를 대상으로 키워드 출현빈도를 분석하였다. 이를 토대로 Python을 활용하여 수집된 뉴스콘텐츠에서 스포츠 정책 변화 과정의 단계별 외적변수와 정책 산출, 촉발기제 및 주요 행위자와 그들의 요구 및 상호작용의 특성을 분석하기 위해 내용분석을 실시하였다.결과: 스포츠혁신위원회 중심의 스포츠 정책 변화 과정은 10단계의 에피소드로 구분되었으며, 각 에피소드의 외적변수, 촐발기제, 주요 참여자 및 요구, 상호작용, 정책 산출을 분석하였다.결론: 서로 배치되는 사회적 인식을 지닌 참여자 간의 대립적 상호작용이 스포츠 정책의 변화로 이어졌다. 전체적인 흐름을 살펴보면, 더 많은 지지 혹은 권력을 지닌 참여자들의 요구가 정책 산출로 이어지는 경향이 파악되었다.
