Abstract

In order to identify differences in the content of actions to restrict and control merchant shipping in the conditions of a special military operation, the author conducted a comparative legal analysis, using the example of the Black Sea Grain Initiative, and previously studied legal forms of these actions (“raiding (cruising)” and “sanctions isolation”). Based on the conducted research, the author concludes about the formation in the present conditions of a mixed form of the studied social relations, indicating their dialectical development in the conditions of a special (military) operation and characterized by the presence of both criterion elements of such actions of existing legal forms, similar in content, and inherent exclusively in a new education.
