We propose a novel framework that breaks the long-standing paradigm of “physical laws are a priori given” in modern physics. We redefine all observable physical laws as stable emergent fixed points of hierarchical spontaneous symmetry breaking and phase transitions in the universe. The minimal Lorentz skew-transformation (standard Lorentz transformation) is upgraded from a narrow coordinate transformation between inertial frames to a universal geometric mapping of symmetry breaking across physical hierarchical layers. We establish a complete evolution chain from the high-symmetry primordial state to spacetime generation, relativistic effects, quantum rules, and the classical limit. The theory is mathematically self-consistent, strictly satisfies Lorentz group closure, spacetime interval invariance, and the correspondence principle, with no internal paradoxes. We present three falsifiable quantitative predictions with clear test schemes, and discuss the broad expansion prospects of the framework in quantum gravity, cosmology, and quantum information. This framework provides a new fundamental path for the nature of spacetime, the origin of physical laws, the quantum-classical gap, and quantum gravity unification
