AbstractThis manuscript formalizes the General Theory of Regulated Stability (GTRS), a scale-invariant framework governing the persistence of complex systems. By deriving the α < 1Variational Principle from non-equilibrium thermodynamics and structural topology, weestablish a mathematical link between quantum vacuum fluctuations, ecological resilience, andneural attractor basins. Central to this theory is the Macrostate Buffer (ΔScrit), which definesthe survival threshold during phase transitions.
