The Unified Coherence Closure Framework (UCCF) is a foundational framework for understanding identity, persistence, transformation, and lawful structure across mathematics, physics, biology, intelligence, and social organization. It begins from a simple but deep question: what allows anything to remain itself through change? UCCF proposes that the answer is coherent closure. Closure is the condition under which identity becomes stable; coherence is the sustaining order that allows closure to persist. UCCF is broader than a conventional Theory of Everything. A Theory of Everything seeks physical unification; UCCF seeks the deeper condition under which unification, identity, law, value, number, life, intelligence, and transformation are possible at all. Its central principle is: identity = coherent persistence under admissible transformation This note introduces UCCF as the ontology of coherent persistence. It distinguishes closure from mere boundary or completion, coherence from mere order, and transformation from identity loss. It also clarifies the relationship between UCCF, closure mathematics, closure physics, and Noetherian Finsler Numbers. Within this framework, NFNs serve as closure-coordinates for values that depend on magnitude, direction, scale, and invariant identity.
