Abstract Background and aims Interdisciplinary rehabilitation for people with Acquired Brain Injury (ABI) in the Netherlands is organised within regional primary care networks. However, a shared ambition and foundational framework addressing interdisciplinary collaboration, communication, knowledge and skills are lacking. This study aimed to develop a national mission and vision for delivering appropriate primary care to people with ABI, and to achieve consensus among primary care networks. Methods A mixed methods study was conducted. A draft mission and vision were co-created with board members from eight primary care networks through focus group interviews. The draft version, containing 13 items, was assessed for consensus in an e-Delphi study among the boards of all primary care networks in the Netherlands, using a 9-point Likert-scale (consensus ≥75% scoring 7-9 and 15% scoring 1-3). Data were analysed descriptively. Results Sixteen networks participated (response 64%). All 13 items met the relevant criteria, resulting in consensus and a nationally supported mission and vision. The mission states a shared ambition to deliver appropriate, uniform, patient centred care, operationalized through interdisciplinary and cross-sector collaboration. The vision articulates a national foundation regarding quality of care, (interprofessional) collaboration, transparency and communication, strengthened by network-based learning and development. Conclusions This study resulted in consensus among the majority of networks regarding the mission and vision for appropriate primary healthcare for ABI in the Netherlands. The next step towards improved primary healthcare for ABI is operationalising the mission and vision in terms of professionals' competencies, organisational requirements, and a platform supporting their dissemination.
