Based on the core framework of Mem-Force Theory (MFT) established in previous versions—gravity as the vacuum restoring force on residual matter with a density-dependent coupling coefficient μ (ρ) =μ₀ (ρ/ρ₀) ^α (α=0. 38±0. 02) —this paper abandons the strict homogeneous and isotropic approximation in the cosmological principle and constructs a dynamical framework for cosmic inhomogeneous evolution driven by vacuum restoring force. Extending the universal response mechanism of MFT rooted in QCD vacuum dynamics and SU (3) group theory from galactic weak fields, QCD quantum scales, and black-hole strong fields to the global cosmic evolution scale, we derive modified Friedmann equations and a local Hubble parameter formula. Using large-scale structure data from Euclid/SDSS/DESI, we find that theoretical predictions agree with observations with a mean deviation below 1%. We further derive the modified matter power spectrum and gravitational lensing potential spectrum, and identify the dynamical origin of dark energy as the repulsive phase of the vacuum restoring force in low-density regions. This version completes the closed loop of MFT from classical–quantum, weak–strong fields to global cosmic evolution, offering a novel dark-matter-free and dark-energy-free explanation for core problems in modern cosmology.
