This paper is part of a coherent research program developing an informationally emergent physical framework. P30 analyzes the emergence of effective coupling scales and particle mass hierarchies from informational constraints within the discrete substrate. The paper shows how characteristic energy scales and hierarchical mass structures arise as consequences of coherence conditions, stability requirements, and scale separation, rather than as fundamental input parameters. The work provides an informational explanation for the origin of coupling strengths and mass hierarchies, linking them to structural properties of the underlying informational dynamics. This result prepares the ground for the treatment of large-scale behavior and cosmological implications developed in subsequent papers. While this paper can be read independently, its full role is understood only within the complete sequence of papers (P00–P32).
