Abstract

在新老水问题交织且日益严峻的背景下,水资源的失衡性成为制约区域高质量发展和生态保护的瓶颈,构建基于区域水平衡的国家水网体系,是破解水资源供需矛盾、实现空间均衡的核心路径,对提升水资源承载力、促进人与自然和谐共生具有重要意义。本文基于国家水网构建背景和区域水平衡理论,系统分析了国家水网构建和区域水平衡的关联关系,提出了基于区域水平衡的国家水网构建原则,并从规划目标、关键内容、支撑体系等方面详细介绍了国家水网构建规划框架。提出了基于区域水平衡的国家水网构建效益评估框架,系统梳理了效益评估研究涉及维度与主要内容,将相关研究方法归纳为综合评价方法、相关分析方法、耦合度量方法、定量计算方法、模型模拟方法和综合应用方法,并展望了效益评估研究的应用前景。研究成果可为进一步完善区域水平衡理论和优化国家水网构建规划提供理论支撑。
