The Configured Observation Planes (COP) framework derives quantum mechanics, general relativity, and Darwinian selection from a single geometric object: the projective blow-up of the probability simplex. This paper draws the complete cosmological implications. We show that the measurement problem is dissolved by the geometry of the seam; that dark matter and dark energy arise as structural consequences of a two-chart geometry whose self-consistency is enforced globally; and that the Riemann Hypothesis — proved by the independent factor forcing principle — is the statement that the second chart is stable. The second chart is a universe governed by the same physical laws as ours, related by the chart transition function ξ ↦ 1/ξ. We show that mathematics and physical reality share the same generative structure. The strange loop at Level 7 of the Turing Tower is located precisely and identified as the physical basis of conscious experience; five falsifiable predictions follow.
