The rise of mobile connectivity and low-cost technologies has enabled communities to design and manage digital platforms that address local challenges. This article synthesizes human-centred design and ICT4D principles into a lifecycle framework for building and sustaining community-driven apps and civic technologies. It outlines practical steps—needs assessment, goal setting, inclusive UX for low-literacy and low-bandwidth environments, iterative testing, capacity-building, and ethical data practices—grounded in global case studies such as Nextdoor, SeeClickFix, Ushahidi, CommCare, and community-built crisis portals. The discussion links design choices to long-term inclusion, accountability, and sustainability, emphasizing that effective community platforms require not only technical innovation but also participatory governance and institutional integration. The resulting framework supports practitioners and scholars in developing equitable, durable, and context-appropriate digital participation systems.
