Abstract

This article analyzes the practice of providing land plots to privileged categories of citizens, using the Leningrad Region as a case study. It examines key provisions of the regional legislation. The author proposes a methodology for spatial analysis using Geographic Information Systems (GIS) to identify potential land plots for subsequent allocation. The GIS-based analysis process, which involves several stages, is considered, including the specifics of collecting initial data illustrated by such criteria as the location of social infrastructure facilities. The research findings outline the prospects for using GIS in the implementation of public authority.
