This paper presents the Yu-Liang Atomic Law (YLAL) and the Universal Law of Protons and Electrons (ULPE). We postulate that physical reality is governed by seven mandatory dimensions: six spatial vectors and one temporal principal ("Now"). The theory demonstrates that the Fine-Structure Constant (^-1 137) is not an arbitrary value but the linear summation of the atomic manifold’s existential states (2⁷ = 128) and the triadic-dual interaction modes (3² = 9).
