This preprint presents a continental diagnostic framework measuring hydro-fiscal exposure across African countries over 2000–2023.The Hydro-Fiscal Exposure Index combines hydro-climatic variability, economic structure, and fiscal exposure using explicit, reproducible rules.The framework is non-causal and intended for comparative screening and analytical prioritization only.The manuscript is currently under peer review at Environmental Research Communications.All computations rely exclusively on publicly available data and deterministic, auditable workflows.Associated code and processed data required for full reproducibility are archived separately.
