This paper presents the CL5D (Cosmic Learning 5-Dimensional) framework, a computational model exploring cosmic evolution as a self-optimizing quantum learning process. Departing from traditional waiting-for-majority approaches, we introduce the 50% Gate Rule OPEN paradigm, which acknowledges cosmic timing constraints and enables transformative breakthroughs from singular events. Through simulation of 50,000-particle hydrogen nebula systems, we demonstrate a five-agent architecture (AT, AB, EX, T, CT) that exhibits: (1) emergence of cosmic structure from quantum fluctuations, (2) activation of Phase III through single-region achievement of Cn -> 0, (3) cosmic fusion energy generation via Gamma(1/Cn) exp (-1/Cn), and (4) catalyst-mediated Phase IV transformation. The model achieves a 3527 times improvement in cosmic navigation scores (Cn) while revealing that cosmic evolution proceeds not by consensus but through singular quantum breakthroughs.
