Abstract

This is a final comparative analysis of Kent Island Maryland and Puerto Rico’s responseto the COVID-19 pandemic. This analysis will explore the structural, governmental, political,social, and economic differences between the two islands as well as their vulnerability andresponse capabilities in relation to COVID-19. This analysis will not explore the full breadth ofpreparedness, response, or recovery timelines for both islands nor will it explore in detail the fullhistorical context of the islands, rather those aspects will be briefly summarized. At theconclusion of this comparative analysis, a pseudo after-action analysis will be conducted toreveal lessons learned and best practices as well as specific recommendations for both islands.
