Building upon the frameworks of Isolated Membrane Cosmology (IMK) and Dynamic Membrane Interference (DMI), this paper demonstrates that a spatially varying brane tension (T) provides a robust geometric explanation for observed anomalies. By identifying the CMB Cold Spot as a region of localized tension reduction (ΔT/T≈19%), the model accounts for the necessary increase in the early expansion rate to resolve the lithium deficit while simultaneously explaining the divergence in local H0 measurements. The model provides clear, testable predictions for gravitational wave amplitude damping (δ≈0.042), offering a pathway for verification via next-generation detectors like the Einstein Telescope.
