This research aims to examine and resolve the challenges refugees and internally displaced persons face in Nigeria from a human rights perspective. The situation of internal displacement and the out-flowing numbers of persons fleeing their place of abode globally, is not a virgin one. The most common are on the grounds of armed conflict, communal clashes, natural or man-made disaster, and insecurity. Boko haram insurgency in Nigeria have created more displacements over the years than any other grounds. This conflict has produced what we know as refugees and internally displaced persons (IDPS). There have been 2.2 million people internally displaced by the conflict in northeast Nigeria. And in the same vein, it has produced more than 300 thousand Nigerian refugees that have fled into neighboring countries. Nigeria on its part, has been a recipient of over 87 thousand refugees coming from 41 countries all over the world and currently has a total of 3.1 million internally displaced persons in the country. The highest in west Africa. This research will address the status of these vulnerable population, as well as their specific challenges, and seek the complementarity of universal human rights in advocating soluble approaches to resolving them. Many of their challenges stem from socio economic rights deprivation and government neglect. Using doctrinal and empirical methodology, the research would question and analyse current government policies and frameworks in existence so far in resolving those challenges. Outcome of the findings, would emphasize the need for a human rights blueprint as a recommendation in supporting the well being and development of these vulnerable population, where no refugee nor internally displaced person in the country should be too poor to live.
