The PNI equation re-indexes spacetime as a discrete 4D informational lattice. This Addendum formalizes the Refractive Signature (nΥ ≈1.0822) of the vacuum. We derive the nodal capacity K=7,200 from the product of P = 20 fundamental par-ticles and Θ = 360◦ of angular addressability. We prove that nΥ is the topological saturation limit of this architecture, providing a deterministic bridge between far-field CMB data (H0 ≈67.4) and localfield distance ladders (H0 ≈73.0). Corroborative evidence from genomic Zipfian exponents (s≈1.08) suggests that 1.0822 is the universal phase-lock constant for systemic resonance.
