AbstractWe propose a relational framework where physical structure(S) emerges from an informational potential (I). A minimalself-consistency postulate yields a fixed materialization ratior = S/I = 3/2. We hypothesize this ratio governs dynamics in the low-acceleration gravitational regime, predicting avelocity boost of p3/2 ≈ 1.225. This prediction aligns withthe anomalous kinematics of GAIA wide binaries, providing afirst-principles candidate explanation distinct from dark matter or phenomenological MOND.Keywords: Relational ontology, 1.5 ratio, low-accelerationgravity, paradox resolutions, empirical validations, MOND alternative, informational potential
