This paper provides a comprehensive quantitative explanation for the anomalous rotation velocities of stars in spiral galaxies, grounded in the Theory of Material Space. We propose that space is a material medium with dynamic properties, where the velocity of space itself (vs) is coupled to the rotation of baryonic mass. By intro-ducing a formal tensor description and a non-linear equation of state for the spatial medium, we demonstrate that the observed acceleration discrepancy—specifically the Radial Acceleration Relation (RAR)—emerges naturally from the inertia and flow of the material vacuum. This model accounts for flat rotation curves without the dark matter hypothesis, interpreting the "missing mass" as a manifestation of the spatial velocity field.
