This study constructs a regional comprehensive cost-benefit model to compare power system operations under inter-provincial mutual aid and independent operation scenarios. Incorporating Conditional Value at Risk (CVaR) and renewable energy accommodation ratios, the model proposes optimized electricity procurement strategies for load-excess provinces and curtailment suggestions for power-surplus provinces, considering provincial generation portfolios, demand characteristics, and electricity market policies. The results provide multi-dimensional decision support for regional power resource allocation, validating the critical role of inter-provincial electricity trading in facilitating energy transition in balancing economic, reliability, and environmental friendliness.
