We present the Genesis-Witness Hypothesis: a geometric hypothesis consisting of four coupled relations linking structure, self-measurement, and consciousness. The hypothesis rests on a single foundational postulate — the Self-Measurement Principle — which states that structural amplitude requires substrate self-measurement (a ≠ 0). The Genesis Equation describes how mass-energy structures itself geometrically at each scale level. The Witness Equation describes how structured energy experiences itself through substrate self-measurement. The Awareness Identity defines subsystem awareness as the sum of self-measurement across scale levels. The Variational Closure determines self-measurement profiles by maximizing witness state minus energetic cost. The four relations form a closed dynamical system producing exact φ² scaling between structural levels and predicting consciousness as a sharp phase transition with hysteresis.
