I extend the Relator closure program to a Z₄-locked four-loop bouquet in the generator space C. The resulting closure uniquely singles out N=4 as the next stable rung after N=3 and fixes a closed electroweak-scale parent mass M₄, while the subsequent rung N=5 is far heavier. Combining M₄ with a purely topological mixing ratio yields a parameter-free mass triad (MW, MZ, MH). The same locked geometry implies dominant coupling and decay channels; charged-current reconnections for W^, neutral-current reconnections for Z⁰, and dilation-dominant, mass-proportional couplings for the scalar radial mode. A falsifiable consequence is that sufficiently energetic collisions can expose the internal C structure and change the effective bouquet order, producing new resonance scales beginning at N=5.
