The Hypothesis of Internal Present Dynamics (PDT) proposes an ontological framework in which the present is not a mathematical instant but a structured and dynamically organized layer of reality. Within this framework, the present contains an Internal Past, understood as structural constraints preserving continuity, and an Internal Future, defined as the space of admissible potential evolutions. Observable physical dynamics are interpreted as manifestations of the internal dynamics of the present. Physical laws are understood as stable dynamical regimes of this structure, while physical constants correspond to parameters of stable configurations. Temporal directionality arises from asymmetries within the internal organization of the present. The hypothesis does not introduce new physical equations and does not conflict with established theories. Instead, it offers a conceptual ontological reinterpretation of the foundation of temporal structure and law emergence. The framework is formulated in minimal postulates and is intended for systematic logical development, with the possibility of future formalization. Version 1.0 establishes the conceptual foundation of PDT, providing a fixed, publicly accessible record of the hypothesis.
