This release contains Chapters 28 of the OS System, presenting a complete numerical record of structural closure across atomic, molecular, planetary, and cosmic scales. The work is strictly non-interpretive and non-theoretical.Only measured values, explicit calculations, and numerical closure / failure of closure are recorded. Included analyses demonstrate: atomic single-channel and multi-channel closure rules, derivation of atomic velocity and radial scales from invariant ratios, breakdown of single-center indices in multi-center systems, planetary closure using cubic and discrete structural families, hierarchical projection limits from atomic to pixel-cosmic scales, persistence of discrete structural integers across scales, absence of force-based or field-based assumptions. All results follow directly from numbers.
