This article takes The IP integration of Xi 'an Tang Dynasty Ever-Bright City and "The Longest Day In Chang 'an" as an example to study the mechanism of how the integration of film and television IP and cultural tourism drives local economic development. By constructing a theoretical framework of "value proposition - value creation - value transmission - value acquisition", and applying secondary data and content analysis methods, it is found that film and television IPs significantly enhance tourists' experience and consumption willingness through three major mechanisms: cultural empowerment, scene reconstruction, and business model integration. The case shows that by deeply integrating the IP elements of " The Longest Day In Chang 'an ", this project has successfully created an immersive scene of "The life experience of the entire Tang Dynasty's market", receiving over 100 million tourists annually and generating over 10 billion yuan in revenue. It has become a model of cultural and tourism integration and provided a theoretical and practical path for similar projects to draw on.
