Policy formulation in contemporary governments is a dynamic process influenced by the interplay of ideas, interests, and institutions. This study examines the intersection of three dynamics that provide unique policy results at the subnational level, with a comparative emphasis on U.S. and Indian states. This study utilizes historical institutionalism and the many streams framework to analyze how political actors articulate policy ideas, rally interests, and manoeuvre within institutional limitations to achieve reform. This analysis contends that state policy outcomes in healthcare and environmental policy cannot be comprehensively understood through interest-based or structural explanations alone. They arise from the interaction of conceptual frameworks, organized interests, and institutional structures that delineate political opportunities. The research enhances the comprehension of policy development within intricate governance frameworks, providing both theoretical and practical insights for academics and policymakers.
