Derives PePlanck = hω/kT as the void Péclet number for quantum oscillations at temperature T. The Wien boundary (PePlanck ≈ 2. 821) is identified as the quantum coherence onset condition for light-harvesting systems. A three-tier classification achieves 13/14 = 92. 9% accuracy across N=14 photosynthetic and molecular systems with zero free parameters. The FMO complex observation temperature (77K, Engel et al. 2007) is predicted to within 0. 6K by TWien = hω/ (k×2. 821) from the 150 cm⁻¹ coupling frequency alone. Connects to UV catastrophe as Pe→∞ kill condition and triangle closure with §33 (Landauer) + §35 (P vs NP).
