Methodological aspects of the training of instructors in professional service and physical training in the system of the Ministry of Internal Affairs of Russia

In the modern context of rapid social, economic, technological, and legal transformations, as well as against the backdrop of increasing complexity and multifaceted challenges facing law enforcement agencies, the significance of high-quality and continuous training of personnel in the system of the Ministry of Internal Affairs of Russia has greatly increased. The globalization of threats, the digitalization of crime, and heightened public expectations for the level of professionalism of police officers require an adequate response from the agency's system of additional professional education. The leading role in this process is assigned to police instructors who convey experience, practical knowledge, and skills to their colleagues within the framework of professional training. However, the existing model for training these instructors often remains within the paradigm of outdated pedagogical methods. Such an approach may gradually lose its effectiveness, leading to the formalization of the learning process, low engagement of trainees, and, as a consequence, insufficient transfer of acquired knowledge and skills to real service activities. Modern training should be based on the integration of the latest proven pedagogical approaches and educational technologies. The methodological foundation of the research is built on systematic activity, competency-based, and practice-oriented approaches. The research is integrative in nature, combining theoretical analysis with experimental work. Andragogy serves as the leading methodological paradigm, determined by the specificity of the trainee population. Methods of theoretical analysis and synthesis, comparative analysis, modeling of the educational process, as well as active and interactive teaching methods are applied. The scientific novelty of the presented research lies in the theoretical substantiation and empirical verification of a model for training instructors of internal affairs bodies, which integrates modern pedagogical approaches into the specific context of departmental additional education. Elements of novelty include: specification of the object and subject, synthesis of methodologies, development of a specialized educational module "Modern Pedagogical Technologies in the Activities of Police Instructors," and the presentation of new empirical data obtained from a controlled pedagogical experiment. A comprehensive system of criteria and methods for evaluating the effectiveness of instructor training has been developed and tested, including cognitive, activity-based, motivational-reflexive, and socio-professional criteria, as well as corresponding measures (expert assessment of classes, project analysis, testing, and surveys). An authorial scheme of constructive feedback "Plus - Delta" is provided. The research offers scientifically grounded arguments and concrete tools for modernizing the training system of police instructors.
