What this is A bridge template (M2-first) that organises the Riemann-side and Navier–Stokes-side observables into a shared audit-first gate structure. Not a proof. Not an equivalence claim. NO OVERCLAIM. A design freeze: definitions, gates, and non-circular constraints are locked for later verification.
