This document is Paper 1 in the International Digital Driving License Research Series and introduces the shared digital space foundation of the IDDL framework. The International Digital Driving License is a behaviour-based licensing framework designed to verify whether individuals can participate safely and responsibly in digital environments. The framework draws on the analogy between shared road systems and the shared digital space. It integrates digital literacy, digital citizenship education, cybersecurity awareness, and AI competency into a structured licensing model. The assessment evaluates demonstrated capability across three domains and three dimensions: knowledge, capability, and reflection. The white paper presents the conceptual foundation, architecture, governance logic, and use cases of the IDDL for governments, universities, employers, and research institutions.
