The judicial system is considered the fundamental pillar of the stability of the legal system in any country. In federal systems characterized by the distribution of powers between the federal government and local (or regional) governments, challenges usually arise regarding the definition of judicial jurisdictions for each of these entities. Among these challenges, judicial overlap may appear as a phenomenon that may complicate the process of resolving disputes and implementing laws and decisions issued by federal entities. Judicial overlap when resolving cases arising from the application of federal laws and decisions is one of the complex issues that require precision in defining jurisdictions between the various judicial entities. Under the federal legal system, judicial entities intersect in many cases that arise as a result of the application of legislation and decisions issued at the federal level. This overlap may cause a conflict of jurisdictions and affect the speed of resolving cases and the integrity of judicial procedures.
