This is essential for recognizing their exceptional qualifications while simultaneously serving the public interest and ensuring the smooth and continuous operation of public services.The administrative body must reconcile the employees' desire for promotion with the administration's need to limit promotions to the most competent individuals for the most important positions. If the promotion system fails to guarantee both the employee's desire for advancement and the administration's need for the most qualified personnel to fill higher positions with greater duties, authority, and responsibilities, researchers have strived to find the best way to reconcile these considerations and develop legislation that protects the public employee's right to promotion.
