This research highlights the reform initiatives adopted by the League of Arab States as part of its efforts to enhance its political role and activate mechanisms for joint Arab action, focusing on its position on the Syrian crisis, one of the most complex crises in the region's history. The importance of the research stems from the need to assess the effectiveness of the Arab League as a regional organization in responding to internal conflicts that threaten security and stability in the Arab world. The research reviews the most prominent reform initiatives launched since the first decade of the twenty-first century, including the development of the League's Charter, the strengthening of the decision-making mechanism, and the expansion of its intervention in the internal affairs of member states within a framework of respect for sovereignty. The research also examines the transformations that the League's position on the Syrian crisis has witnessed since its inception in 2011, starting with calls for national dialogue, through the Arab Peace Initiative and the Arab Action Plan, and ending with the decision to suspend Syria's membership and support the opposition. The research analyzes the reasons for the fluctuations in the Arab position, the impact of regional and international balances, the divisions among member states, and the extent to which these initiatives align with the League's declared principles. It also discusses the challenges facing mediation and monitoring efforts and evaluates the practical outcomes of the League's initiatives in the Syrian conflict. The study concludes that the limited effectiveness of the League of Arab States in the Syrian crisis is due to weak implementation mechanisms and the absence of collective will, highlighting the need for fundamental reform to ensure the independence of its decisions and its ability to act quickly and unified.
