The Risk-Strategy Interrelation Matrix is part of the Risk Management Toolkit for Open GLAM released in December 2025 with the aim to support risk-aware decision-making in open access to digital cultural heritage collections. It maps key risk areas to common mitigation strategies, highlighting both their benefits and the challenges they may introduce, as well as how actions taken in one area can affect risks in others. This matrix is indicative rather than exhaustive. It does not attempt to capture every possible risk or mitigation strategy, nor does it prescribe a single approach to risk management. Instead, it is intended to illustrate that the risks outlined in the Toolkit are interdependent rather than isolated. Effective risk management for open access to digital cultural heritage therefore requires coordinated, cross-functional approaches that cut across legal, ethical, technical, financial, policy, and geopolitical considerations, rather than siloed solutions.
