Oversight performance of the Council of Representatives is a crucial element in enhancing transparency and ensuring accountability within the political system. This performance is influenced by multiple factors, including the legal and constitutional frameworks governing oversight, as well as political and social challenges limiting its effectiveness. Legislative gaps, weak enforcement mechanisms, and political interference weaken the Council’s oversight role, adversely affecting the goals of good governance and the rule of law. Addressing these issues requires legislative amendments and activation of binding mechanisms to implement recommendations, ensuring the strengthening of the Council’s authority and the balance of powers. To achieve the objectives of this research, the descriptive analytical approach will be used to study the constitutional and legal texts regulating parliamentary oversight. The comparative approach will be used when necessary to compare the Iraqi experience with similar international experiences. Furthermore, the applied approach will be used to analyze real-life cases of the oversight performance of the Iraqi Council of Representatives. Jurisprudential references and previous studies will be used, along with an analysis of relevant parliamentary and media reports, to arrive at accurate scientific findings and actionable recommendations.
