Abstract Conducting a multidimensional quantitative analysis of food security policy texts forms the basis for accurately grasping the food security situation and rationally formulating and optimizing national food security policies. This study quantitatively analyzes 218 food security policy texts enacted by China from 2013 to 2023 by constructing a three-dimensional analytical framework of policy structure, policy instruments, and policy effectiveness, while applying the PMC-Index model. The results show that: (1) In terms of policy structure, the number of policies generally shows a fluctuating rise, with a centralized association of core sectors in the policy subjects; (2) With respect to policy instruments, food security policies exhibit a bias towards supply-oriented and environmental approaches, while placing less emphasis on demand-oriented considerations; (3) Regarding policy effectiveness, the overall performance is rated as good or above. National-level policies have a comprehensive overall plan, while local policies have room for improvement in both policy content and functions. The study offering insights into food security and potential solutions for governments.
