This preprint presents a formal monograph on bridge-limited hidden inference. The work develops a layered architecture beginning from coarse telemetry quotients, extending to response-signature geometry, and continuing through bridge-limited lifting toward hidden-target claims under explicit validity constraints. The manuscript introduces a unified framework for exact and partial recoverability, task-target sufficiency, metric and family reserve, threshold-aware decoding, excursion-sensitive audit, local and global bridge validity, safe bridge architectures, defensive exposure duality, governance and audit layers, hard-lock safety architecture, and certified reconstruction protocols. The work is intended as a theoretical and architectural contribution. It aims to provide a formal language for disciplined inference under uncertainty, controlled observability, constrained hidden-target lifting, and safety-aware reconstruction. The final chapters also extend the framework into a normative theorem layer, an axiomatic summary, a deployment protocol, and a compliance/ethical superstructure.
