Digital transformation is a key factor in the sustainable economic development of developing countries. The objective of this study is to analyze the key socioeconomic, institutional, and technological factors influencing the development of the IT sector in Angola. The methodology includes statistical data analysis, PEST analysis, expert assessment of factors using the Delphi method, and an analysis of the public sector's digital maturity based on the GovTech Maturity Index (GTMI). The study's results indicate that the main drivers of IT industry development are government digital transformation policy, the development of telecommunications infrastructure, and increased internet penetration. The findings can be used in developing pricing models for IT products and strategies for digital economy development.
