Abstract

This note records five phases that completed the substrate’s temporal, jurisdictional, and security hygiene layers. Phase 10.5 introduced coalition topology retention — the substrate’s first structural understanding of multi-tenant interaction patterns. Phase 10.6 established the sector routing rules table as the jurisdictional floor for cross-tenant reads. Phase 10.7 delivered the governed relief path for escalation-triggered tenant freezes. Phase 10.8 implemented per-tenant hash-chain integrity over the governance audit trail. Phase 10.9 closed the cross-tenant signal injection vector through provenance validation at drift signal write paths. Cumulative verified baseline: 205 tests passing across all suites.
