This study examined whether innovations driven by PLATEAU, an initiative led by Japan's Ministry of Land, Infrastructure, Transport and Tourism, can be applied to the realization of a "community-based inclusive society."PLATEAU is a project that creates digital twins of Japanese cities to generate new forms of innovation.Demonstration experiments have been conducted in fields such as urban planning, disaster prevention, architecture, and the environment, and the project entered a phase of social implementation in fiscal year 2024.In this study, previous demonstration experiment reports were converted into textual data and qualitatively analyzed using content analysis methods.From the perspective of community-based welfare, the study examined the potential applicability of these innovations to a community-based inclusive society.The results of the qualitative content analysis demonstrated that innovations related to simulation, navigation, and citizen participation can be applied to, at a minimum, areas such as "disaster welfare," "green social work," "guide assistance for persons with visual impairments," "Long-term care prevention," and "community welfare planning."In other words, innovations based on urban digital twins have sufficient potential to be applied to community-based welfare practices and can contribute meaningfully to the realization of a community-based inclusive society.
