Abstract

This document is the canonical technical record for APR-Lite Phase 31, which implements the Colorado Sector Binding Pack — a jurisdictional extension to the APR-Lite agentic governance substrate operationalizing C.R.S. § 6-1-1701 et seq. (Colorado Artificial Intelligence Act, effective June 30, 2026). Phase 31 adds six Supabase database migrations, thirteen Cloudflare Worker HTTP routes, five standalone HTML governance interfaces, and a complete officer authority architecture spanning three Colorado governance roles. The Colorado Evidence Packet System (CEPS) is defined and implemented as the substrate-grade artifact binding agent identity, officer authority, posture signals, discrimination risk evaluation, chain integrity, and statutory anchors for consequential AI decisions affecting Colorado residents. This record documents all architectural decisions, governance invariants, display vocabulary constraints, and the end-to-end verification confirming the production substrate is live.
