Emergent steganography can be understood not merely as a cryptographic technique, but as a structural model of meaning. If meaning is defined as the existence of a rule chain (RC) that transforms one entity into another coherently, then emergent steganography operationalizes this definition: a message exists within a host structure precisely insofar as a compatible transformation chain allows its extraction. This article explores how emergent steganography provides a formal analogue to interpretive meaning, hermeneutics, and layered observability.
