Paper 63 proved the Alpha theorem: there exists a necessary pre-categorial ontological ground of reflexive reality. Paper 64 proved grounded existence: whatever exists is Alpha-grounded. Paper 55 established that known qualia are on-ledger semantic content and that qualia cannot be reduced to syntax. The present paper closes the loop. We prove the safe theorem that known qualia are irreducible semantic content whose actuality is Alpha-grounded. This is the theorem-grade result (Layer A). We then state a stronger optional hypothesis (Layer B): qualia as Alpha-manifestation, according to which the quale of x is the mode of Alpha proper to x. That stronger claim requires an additional bridge principle and is not assumed here. Machine-checked in, reflexive-closure-lean: 0 sorry, no bridge axiom for Layer A. This overview presents the core NEMS theorem engine and selected applications; stronger domain-specific derivation and ontological synthesis claims belong to separate release surfaces with their own premise bundles and formal artifacts.
