This paper develops the matter-sector extension of Causal Memory Gravity (CMG) as an open-system completion built on the underlying dynamic Planck network. The work introduces an emergent fermionic sector governed by relational GKSL dynamics, shows that dissipative effects become asymptotically negligible for high-frequency laboratory modes, and derives explicit decoherence properties for Bloch and Dirac-type excitations. At the continuum and cosmological level, the paper formulates the corresponding kinetic equations and provides a concrete implementation template for the CLASS Boltzmann framework. In this way, the paper connects the microscopic open-system structure of CMG with an effective fermionic matter sector and a practical route toward cosmological computation.
