This paper presents a structural interpretation of fractals within the Paton System. Fractals are defined not as the origin of structure but as the visible outcome of recursive processes operating under constraint. The framework situates fractals within a tiered progression from undifferentiated presence through formation and admissibility to observable recursive structure. It is shown that fractals emerge only after structure has passed constraint filtering, representing Tier 4 visibility of Tier 2–3 processes. Their apparent natural efficiency and resonance are explained as alignment with admissible continuation. The paper establishes that fractals reflect constraint-driven persistence across scale rather than fundamental generative origin, providing a unified interpretation of structure, resonance, and boundary transition.
