This version updates Phase-Model Paper 00 as the program-level first-principles bridge for the current phase-model series. The paper continues to define the common variational backbone, amplitude-phase decomposition, conservative-to-dissipative separation, and projection rules to downstream closure classes. The central claim remains explicitly falsifiable: if known-limit recoverability, conservation diagnostics, or transfer tests fail, the phase-first bridge should be rejected. The main change in this version is structural. The program-level interface is no longer framed around Papers 01-14 as if every downstream item were an independent manuscript. Instead, it is now framed around Papers 01-13 plus public benchmark bundles. In particular, the standalone Paper 14 manuscript has been retired, and the L-H threshold material is now treated as an observation-space benchmark bundle that supports inverse-threshold interpretation through Paper 01B rather than serving as an independent validation paper. No core first-principles equations are replaced in this update. Rather, this revision clarifies scope, downstream interface rules, and the status of benchmark-facing materials in the broader phase-model program. The purpose of the update is to keep Paper 00 as the stable methodological anchor of the series while aligning it with the current repository structure and the revised positioning of the L-H benchmark package.
