D1 — The Spectral Covariance Law and Edge Selection in Laplace Mixtures (Exact Layer) (v1.04 )

This document defines exact mathematical results for Laplace mixtures within the COS45 framework. It belongs to the EXACT layer and contains only provable equalities and inequalities. No decision rule is defined.No inference claim is made. The results establish structural properties of the spectral covariance law and edge selection mechanisms in Laplace mixtures. These results contribute to the construction of δ (observable structure) at the OBSERVABLE layer, but do not determine admissibility. All admissibility conditions are evaluated separately in the DECISION layer of COS45. This document does not model system behavior and does not produce conclusions. It provides exact mathematical foundations required for subsequent layers of the framework. Version (v1.1) clarifies the separation between the EXACT layer and the COS45 framework.
