XPADI: Survivability-Governed Data Systems (SGDS) — A Framework for Data Continuity, Reconstruction, and Authority-Controlled Access

Modern digital systems are designed to store, protect, and access data. However, they do not guarantee data survival after failure. Infrastructure failures, cyberattacks, corruption, and dependency on centralized systems expose a fundamental limitation: data existence is not assured once systems fail. This paper introduces XPADI — Survivability-Governed Data Systems (SGDS), a system-level framework that redefines how data is handled beyond traditional storage and security models. XPADI is based on three core system layers: • Survivability Layer — enables data to exist as distributed fragments independent of a single system • Reconstruction Layer — enables deterministic rebuilding of valid data from fragmented states • Authority Layer — ensures controlled and verified access to reconstructed data Unlike traditional systems that rely on protection and redundancy, XPADI shifts the model toward survivability and reconstruction. Data is not preserved by preventing failure, but by ensuring it remains reconstructable even when systems fail. The framework is designed to be implementation-ready using existing computing environments, distributed storage systems, and controlled execution models. It does not depend on new hardware, experimental physics, or proprietary infrastructure. XPADI is not a storage system, backup system, or security tool. It defines a new system category focused on data survivability, reconstruction, and controlled execution. This work contributes a new perspective on data systems in the era of distributed computing, AI-driven workloads, and persistent cyber threats, where failure is not an exception but a continuous condition.
